摘要：美国研究诚信办公室（ORI：Office of Research Integrity）是目前世界上知名度最高、查处科研不端行为最专业、最权威的科研诚信管理机构，堪称全球范围内科研不端治理的典范。自成立以来，ORI经历了一个不断发展的过程，影响力越来越大。迄今为止，未见学者对ORI作系统、全面的研究。本文通过对ORI的历史演变、管理体制、运行机制等进行探讨，试图对这一科研不端治理的专门机构作较为全面、系统、完整的解读。

Abstract: The US Office of Research Integrity (ORI: Office of Research Integrity) is the most well-known scientific research management institution in the world, which is the most famous,professional and authoritative, it can be rated as a model of governance around the world. Since its inception, ORI has undergone a continuous process of development, increasing influence. So far, no scholars have made a comprehensive and systematic study on ORI. This paper explores the historical evolution, management system and operation mechanism of ORI, and tries to make a comprehensive, systematic and complete interpretation of this special institution of scientific misconduct.
