Analysis on the Science of Science and Innovation Policy Program from 2007 to 2016 and Its Inspiration

摘要:

美国国家科学基金会于2006年设立了科技政策学基金计划（SciSIP），支持来自多学科领域的研究人员开发科技政策的框架、工具和数据，参与科技政策研究共同体的发展。该计划实施以来，至今已经资助了三百多项研究课题，有多项研究成果为决策者所用。本文聚焦于该计划2007-2016年资助的项目，分析了计划目标与主题、项目类型、项目在美国各州和机构的分布、项目合作、项目经费以及其中的数据研究类项目等；探讨了该计划对我国科技政策研究的启示。

Abstract:

The National Science Foundation set up the science of science and innovation policy program (SciSIP) in 2006. SciSIP supports that the researchers from multidisciplinary fields develop the frameworks, tools and datasets, and participate in the development of the research community of science policy. Since the implementation of SciSIP, more than 300 projects have been funded, and a number of results of them have been adopted by decision makers. This paper focused on the projects funded by SciSIP from 2007 to 2016, and analyzed their purposes, topics, types, distributions in the states and institutions, cooperation, funding and data research projects; then explored the enlightenment of SciSIP on the development of science policy research in China.
