先进制造业培育机制及路径研究——以江苏为例

Research on Cultivation Mechanism and Path of Advanced Manufacturing Industry

摘要:

加快建设具有国际竞争力的先进制造业是我国制造业由大变强的战略选择。以江苏为例,在界定先进制造业概念及内涵,分析江苏先进制造业发展现状及瓶颈制约的基础上,从创新驱动、技术标准先行、要素流动与集聚、区域布局动态优化、资源环境及要素成本倒逼、国内外竞争与合作六个方面系统构建先进制造业培育机制,并进行实证检验。研究表明,产业基地化、集群化发展已成江苏先进制造业快速发展的重要动力,但较高的经济外向度也造成了江苏制造业对外来先进生产设备及核心零部件的过度依赖；其次,自主创新及技术标准掌控能力不足,特别是基础研究、应用研究以及企业R D活动的不足,制约了先进制造业的技术创新和快速发展；此外,资源环境及要素成本对江苏产业升级的倒逼效应初步显现。据此提出江苏先进制造业培育路径及对策。

Abstract:

Speeding up the development of advanced manufacturing industry with international competitiveness is the strategic selection of making Chinese manufacturing industry from large to stronger. Taking Jiangsu province as an example, on the basis of definition of advanced manufacturing industry concept connotation, analysis current situation of the development of advanced manufacturing industry and bottleneck restriction in Jiangsu province, the paper constructs advanced manufacturing industry training mechanism systematicly from the six aspects of innovation drive, technical standard lead, factors flow and agglomeration, dynamic optimization of regional distribution, resources environment and factor cost forced, domestic and international competition and cooperation, and carries on the empirical test. Research shows that industrial base and cluster development have become a important power of advanced manufacturing industry rapid development in Jiangsu province, but high extroverted degree has also caused manufacturing industry relying too much on foreign advanced production equipment and the core component; Secondly, the insufficient in the field of independent innovation and technical standard, especially in basic research, applied research, and the shortages of enterprise R D activities have restricted the technology innovation and rapid development of advanced manufacturing industry; In addition, the effect of resources environment and factor cost forced to industrial upgrading of Jiangsu province preliminary revealed. Therefore, the paper puts forward the cultivation path and countermeasures of advanced manufacturing industry in Jiangsu province.
