污染型邻避设施规划建设中引发邻避冲突的影响因素及对策机制研究述评

The Research Reviewed of Public Participation Factors in the Planning and Construction of Avoid Polluting Adjacent Facilities

摘要:

伴随着国民经济社会的不断发展，污染型邻避设施项目越来越多，所引发的邻避冲突问题也日益突出，污染型邻避设施规划建设中引发的邻避冲突问题也纷纷成为国内外专家学者及政府广泛关注的焦点。本研究主要应用文献研究法与案例研究法，基于行为主体视角深入探究影响污染型邻避设施规划建设中邻避冲突产生的影响因素，同时基于公众参与视角下化解邻避冲突的对策机制予以文献评述，揭示了污染型邻避设施规划建设中邻避冲突问题研究的发展规律及演进趋势，以期为邻避设施项目规划建设管理和公众参与机制的深入研究提供理论依据和参考借鉴。

Abstract:

Along with the national economic and social development, there are more and more avoid polluting adjacent facilities projects,and avoid polluting adjacent conflict issues have become increasingly prominent. Meanwhile, avoid polluting adjacent conflict issues also caused the wide attention of experts and scholars and government both at home and abroad. Mainly used literature research and case study method, this study further explores the influence factors influence of avoid polluting adjacent conflict in the avoid polluting adjacent facilities planning and construction. At the same time, a literature review of the avoid polluting adjacent conflict countermeasures to resolve is made based on the perspective of public participation. It exposes the development regularity and the evolution trend, so as theoretical basis and reference for further studies can be provided to avoid polluting adjacent facilities project planning and construction management and public participation mechanism.
