企业效率是企业改革与发展的核心问题。因此,选取我国上市军企2011-2015年的相关数据,选用DEA法测度并分析其综合技术效率、纯技术效率及规模效率,并基于此,引入面板Tobit模型进一步分析技术效率的影响因素,并为上市军企的发展提出建议。实证结论为：我国上市军企近5年综合效率值平均达0.795,该值不高的原因主要在于规模效率低下。此外,适度的股权集中、制衡、企业规模、研发投入均对技术效率具有促进作用,且前三者效果更为显著；而技术人员占比、总资产收益率却存在显著的抑制作用,但后者的抑制程度很小。

Enterprise efficiency is the core issue of enterprise reform and development. Therefore, this paper uses the DEA method to measure and analyze the overall efficiency, pure technical efficiency and scale efficiency of China"s military enterprises, and based on this, the introduction of panel Tobit model to analyze the influencing factors of technical efficiency, and puts forward some suggestions for the development of listed military enterprises. The empirical conclusion is: the average comprehensive efficiency value of listed military enterprises in our country is 0.795 in the last 5 years. The main reason of low technical efficiency is that the scale efficiency is low. In addition, moderate equity concentration and balance, the scale of enterprises, R D investment have a great effect on the technical efficiency, and the first three effect is more obvious; while the proportion of technical staff, the rate of return on total assets are significantly inhibited, but the inhibition of the rate of return on total assets is very small.
