Status and experience of carbon trading based on CDM projects of transportation

摘要:

碳交易机制作为控制温室气体排放的重要市场机制，已经在全球各国逐步推进实施中。交通运输行业是三大碳排放行业之一，积极应用碳交易等市场机制管控排放是大势所趋。目前，交通运输领域项目碳交易已经在国内外逐步探索实践。本文系统梳理分析全球交通运输领域清洁发展机制（CDM）项目碳交易现状，结合中国碳交易市场发展前景，从借鉴国际交通运输CDM经验、注重交通运输方法学开发和应用、探索创新交通运输碳交易机制、建立低碳交通基金等方面提出中国交通运输领域项目碳交易机制发展方向的建议。

Abstract:

As a significant market mechanism of controlling greenhouse gas emission, carbon trading has been implemented in many countries. Transportation industry is one of the largest carbon emission sources, so applying carbon trading mechanism in this area is quite necessary and meaningful. At present, carbon trading based on CDM projects of transportation has been explored gradually around the world. In view of the status of international carbon trading based on transportation projects ,this paper puts forward a series of suggestions for China, such as learning from international practice, developing the methodology of transportation projects, exploring innovative mechanism of transport carbon trading, and establishing a low-carbon transportation fund.
