我国科技报告政策现状研究

Research on the present situation of S&T report policy of China

摘要:

通过文献调研和网络调研,文章首先介绍了科技报告政策的基本概念,明确我国科技报告政策理论研究现状和科技报告政策制定、发布现状。通过分析发现,研究层面,应强化科技报告政策研究的系统性和全面性,实践层面,科技报告政策已初步形成国家、省级、基层三级政策体系及“要建、如何建、建后监督”的政策链条,下一步应着重解决科技报告知识产权问题及制定监督、激励的可操作的具体规定。

Abstract:

This paper first introduces the basic concept of S T Report policy,then makes clear the status quo of the S T Report policy theory research and the policy formulation and release through the literature research and web survey. Through the analysis, the paper found that the policy should strengthen the systematic and comprehensive, the policy system has initially formed “the national, provincial, grass-roots level” three-tier policy system and "to be built, how to build, after construction supervision" policy chain. The next step should be focused on resolving the issue of intellectual property rights of S T Report and the specific provisions on the operation of supervision and incentive.
