选拔、管理和培养创新型科技后备人才是实施创新驱动发展战略的关键,高校肩负着这项使命和责任。本文以广东某高校粤籍学生为样本集合,基于内容激励理论初步探讨了奖学金评比管理办法的设计,激励拔尖创新人才成长,为创新型科技后备人才培养实施全过程激励。并通过生源质量与区域经济发展、奖学金额度、升学深造、毕业薪资水平等因素的相关性分析,对高校招生工作应较为精准地优秀生源地域定位以及做好创新型科技人才储备生源基地建设提出了建议。

Selection ,administration and cultivation of innovative talents is the key to the implementation of innovation driven development strategy, colleges and universities shoulder the mission and responsibility for the selection and training of talents. This paper takes a Guangdong University’s students as sample set, based on the content incentive theory to discuss the design measures for the management of scholarship, encourage the growth of top creative talent, the implementation of the whole process incentivation for the trainning of innovative science and technology reserve talents. And through the analysis on the related factors of the quality of students and the development of regional economy, the scholarship amount, further studies, graduate salary levels, it suggests that college enrollment work should be more accurate positioning of outstanding students to student base region for constructing innovative science and technology reserve talents.
