Abstract:Selection ,administration and cultivation of innovative talents is the key to the implementation of innovation driven development strategy, colleges and universities shoulder the mission and responsibility for the selection and training of talents. This paper takes a Guangdong University’s students as sample set, based on the content incentive theory to discuss the design measures for the management of scholarship, encourage the growth of top creative talent, the implementation of the whole process incentivation for the trainning of innovative science and technology reserve talents. And through the analysis on the related factors of the quality of students and the development of regional economy, the scholarship amount, further studies, graduate salary levels, it suggests that college enrollment work should be more accurate positioning of outstanding students to student base region for constructing innovative science and technology reserve talents.
