基于指标特征的国内外典型创新指数比较研究

Comparative Study of Typical Innovation Index Based on Index Characteristics at Home and Abroad

摘要:

创新指数是当前国内外评价创新能力的重要手段。本文选取全球创新指数等7个国内外典型创新指数，探讨创新能力评价框架的构建特点与创新指标选取的规律。结果显示，（1）基于“投入-产出”为基础的创新过程是构建国内外创新能力评价框架的理论基础模型；（2）创新环境逐步成为国内外创新能力评价的重要内容；（3）特定区域创新能力指标框架的构建依据具有明显的地区发展导向；（4）科技人力资源类指标、专利产出类指标是评价必选指标；（5）设立结构性指标是构建创新能力评价指标体系的重要准则；（6）定性指标在制度创新类指标、创新服务类指标与创新环境类指标等指标选取中有所体现。

Abstract:

Innovation index is the mainstream way of monitor innovation capability in domestic and foreign. This paper selects 7 typical innovation index, such as the global innovation index, to explore the construction characteristics of the evaluation framework of innovation ability, the rule of selecting innovation indicator. Results are shown as: (1) the innovation process based on “input - output" is the theoretical basis of the evaluation framework of innovation capability in domestic and foreign; (2)innovation environment has gradually become the main content of the domestic and foreign innovation capability evaluation; (3)on the basis of the construction of the index framework based on the specific regional innovation ability has obvious regional development orientation; (4)science and technology human resource indicator, patent output indicator are mandatory indicator in evaluation; (5) establishing structural indicator is an important criterion to construct the evaluation index system of innovation capability; (6)qualitative indicator is reflected in the selection of institutional innovation indicator, innovation service indicator and innovation environment indicator.
