Comparative Analysis on the Talent Policies in Beijing, Shanghai, Guangzhou, Shenzhen and the Countermeasures of Guangzhou Talent Policy

摘要:

科技人才是广州市创新发展的中坚力量,而人才效能又与人才政策因素密切相关,完善的制度保障是充分发挥人才效能的重要要素。本研究通过北上广深四大城市的人才政策的对比整理,分析四大城市人才政策体系的异同之处,探索广州市人才政策建设目前存在的问题,并为广州改善科技创新环境提出进一步完善人才政策的若干举措,以期作为参考。

Abstract:

Scientific and technological talents are the backbones of innovation and development in Guangzhou. The performance of talents is closely related to the talent policy, and the guarantee of improved system is an important factor to exert the performance. Through content comparison, this study analyzes the similarities and differences of the talent policies among the four cities, including Beijing, Shanghai, Guangzhou and Shenzhen. Also, the study explores the existing problems of Guangzhou talent policy, and proposes several suggest actions for Guangzhou to improve the scientific innovation environment, with a view to as a reference.
