造纸术是蔡伦发明的吗？——兼论技术成果归属问题

Is Cai Lun invented paper? ——On the Ownership of Technological Achievements

摘要:

对于造纸术发明人的界定争论已久,这在本质上是技术成果的归属问题,在当今科技工作领域也有很强的现实意义。以瓦特改良蒸汽机为对照对比分析造纸术的成果归属并回应了这一争论的两种倾向,进一步提出了技术成果归属权判断的四项原则：普遍性、主体性、标志性和效用性,以及相应的制度设计。

Abstract:

For the definition of papermaking inventor has long been controversial, which in essence is the attribution of technological achievements in the field of science and technology work today has a strong practical significance. In this paper, the steam engine of Watt is used as a contrast to analyze the results of papermaking and respond to the two tendencies of this controversy. Furthermore, the four principles of attribution of technical achievements are put forward: universality, subjectivity, symbolism and utility, as well as the corresponding system design.
