创新券是源于欧洲、并逐步推广到我国的一项新型的政府创新政策。该政策是以中小企业创新需求为基础,通过联合高校等科研机构,解决中小企业科技创新之困境。本文通过梳理国内外创新券政策的实施情况并进行对比研究,以对浙江省的创新券政策实施提供借鉴。

Innovation voucher, as a new government innovation policy, is derived from Europe and gradually extended to our country. Based on the needs of innovation of SMEs, this policy combines universities and other research institutions to address the plight of SMEs technological innovation. This paper is aimed at the reference and inspiration to implementation of innovation vouchers in Zhejiang province, which is based on carding the implementation of domestic and foreign innovation vouchers.
