我国经济进入新常态,东北地区处于振兴和加速转型发展阶段,发展战略新兴产业,对于形成创新型经济,培育发展新动力,对于产业转型升级和降低对资源依赖和减少环境污染具有重要的战略意义。本文通过梳理东北地区发展战略新兴产业的现状,存在的主要问题,并针对问题提出相应发展对策,包括实施重点突破带动战略性新兴产业发展；加快传统产业升级,催生战略性新兴产业发展需求；集中力量,实施重点产业突破；实现创新驱动发展,培育自主创新能力；建设适应战略新兴产业发展的人才梯度队伍；加大财政倾斜力度,构建多元融资渠道；加强区域合作,实现资源整合；深化体制机制改革,营创良好发展环境。

Northeast of China is in a period time of development and accelerate transformation of rejuvenating. Developing strategic emerging industries is beneficial for industrial transformation and upgrading and reduce dependence on resources and reduce environmental pollution. This paper analyzes the present situation and the main problems of the development of strategic emerging industries in Northeast of China. Then put forward development countermeasures in view of the problems, including the implementation of the key breakthrough, upgrade traditional industries, to speed up the innovation of science and technology, the construction of talent team, strengthen exchanges and cooperation, strengthen the capital agglomeration, a development environment.
