知识型人才与产业集群发展密切相关。通过论述知识型人才流动和产业集群发展的现状,对知识型人才流动对产业集群发展的促进、阻碍影响进行了分析。运用生命周期理论,分析产业集群在发展的不同阶段对知识型人才流动的吸引与排斥影响,发现当前知识型人才流动与产业集群发展互动过程中产生的缺乏合作观念、区域发展不平衡、创新能力不足以及人才市场不完善等问题,提出加大宣传力度树立合作共赢观念、全面统筹规划促进区域全面发展、推动机制改革加强自主创新能力、加强引导完善人才市场等解决措施。

Abstract:

Knowledge - based talents are closely related to the development of industrial clusters. It’s been analyzed that the knowledge - based talent movement has both promoting and hindering effect on industrial cluster development through study on the current situation of knowledge - based talent flow and industrial cluster development. The life cycle theory is used to discover the influence of different stages of industrial clusters development on attracting and rejecting the knowledgeable talents. In the process of the interaction between knowledge-based talents and industrial clusters, some problems, such as lacking of cooperative consciousness, the imbalance of regional development, lacking of innovation ability and the imperfection of the talent market, arise. To solve these problems, the idea of intensifying propaganda to establishing win-win consciousness, overall planning to promote regional development in an all-round way, promoting institutional reform to strengthen the capability of independent innovation, and taking measures to guide and perfect the talent market.
