二十一世纪的资源和环境问题将是人类面临的最大挑战,不断追求绿色创新技术、不断深化可持续发展是解决问题的根本途径。中国绿色技术存量日渐增多,但在绿色技术及其溢出对于区域环境绩效的作用方面尚无明确研究结果。本文基于中国实际从区域层次入手,结合空间计量和知识溢出领域已有研究成果,通过面板数据建立回归模型来探究绿色技术溢出、环境溢出对环境绩效的作用机制,同时考虑到劳动生产率、政府政策、区域内部绿色技术存量等因素。进行数据检验和回归后,分析六个模型结果发现:①劳动生产率在改善环境绩效方面发挥着核心作用;②绿色技术溢出效应和环境溢出效应均存在并且表现为全国层面;③区域外部的绿色技术溢出对改善区域内部环境绩效起到积极影响;④工业发展存在跨区域聚集现象;⑤外部较差的环境绩效会给予区域内部改善环境绩效的动力,即环境溢出具有负向作用。研究结果也发现了在绿色技术发展和政府节能环保支出分配方面亟待解决的问题。

In the twenty-first century, environmental and resource issues will be the greatest challenges humankind facing, Constant pursuit of green technology innovation is the fundamental way to solve this problem.With the remarkable increase of China domestic green technology stock, there is still no clear results about how green technology and its spillover influence regional environmental performance. Based on spatial econometric and existing research achievements in the field of knowledge spillover, this article innovatively examines the green technology spillover and environmental spillover performance through panel data model moreover, analyzing its mechanism for environmental performance, from a regional perspective. With different categories of emissions indicators to characterize environmental performance and considering factors such as labor productivity, government expenditure on energy conservation and environmental protection, regional internal and external stock of green technology and the influence of external environment, behavior of the internal environmental performance within a region, this paper trying to demonstrate that green technology spillover and environmental spillovers both exist and appear as a phenomenon at the whole national level, while labor productivity plays a key role in improving environmental performance. In addition, the external green technology spillover has positive impacts on improving internal environmental performance and it will also be powered by the weak internal environmental performance. It is also shown that there is cross-regional aggregation phenomenon in the process of industrial development. The results also show that there are some problems about the development of green technology and government spending on energy conservation and environmental protection should be solved.
