第一阶段使用SE-DEA模型对25所全国优秀高职院校2015年科技创新效率进行评价,得出各高职院校科技创新效率排名,其中有7所院校科技投入与产出指标达到DEA有效。第二个阶段将第一阶段的科技创新效率的评价值作为自变量,将可能产生影响的因素作为因变量建立Tobit模型,分析影响科技创新效率的重要因素,研究结果表明:教科研人员中科学家及工程师所占的比重、课题项目中投入人员及经费占教科研人员及经费拨入总数的比重对高职院校科技创新效率的影响较大。

The first stage uses the SE-DEA model to evaluate the efficiency of science and technology innovation of 25 excellent higher vocational colleges in 2015, gets ranking result, including 7 colleges reached DEA effective. The second stage uses the efficiency of technological innovation value as independent factors and influencing factors as dependent variables to establish Tobit model to analyze the important affecting factors of the efficiency of technological innovation. The results of the study show that: the proportion of scientists and engineers in teaching researchers, the proportion of personnel and funding in projects in the total number of teaching researchers and funding have a significant effect on the science technology innovation efficiency in Higher Vocational College.
