区域知识承载力是区域创新可持续发展的重要标志,为了促进区域经济发展、科技创新的能力提高,本文从创新价值网的视角对区域知识承载力进行评价。首先从主体资源系统、科技创新系统、创新环境系统三个方面构建创新价值网,基于创新价值网的构造建立区域知识承载力评价指标体系。然后运用AHP-DEMATEL方法对各个指标设置权重,该方法将各个因素之间的影响度、被影响度融入到权重中,降低了单由专家打分评价的局限性。最后对“一带一路”沿线东南亚南亚国家的区域知识承载力进行实证分析,并根据实证结果提出相应建议。

Regional knowledge carrying capacity refers to the ability of regional knowledge resources to promote regional economic development and scientific and technological innovation, and it is an important indicator of regional innovation sustainable development. This paper evaluates the regional knowledge carrying capacity from the perspective of innovation value network. Firstly, it constructs the innovation value network from three aspects: subject resource system, science and technology innovation system and innovation environment system. And establish the regional knowledge carrying capacity evaluation index system based on the structure of innovation value network. Then using AHP-DEMATEL method to set the weight of each index, this method integrates the influence degree and the influence degree of each factor into the weight, reducing the limitations of single evaluation by experts scoring. Finally, we make an empirical analysis for regional knowledge carrying capacity in Southeast and South Asian countries along “the Belt and Road” and put forward corresponding suggestions.
