我国科研经费管理存在的问题及对策

Problems and Countermeasures in the Research Funds Management in China

摘要:

结合我国科研经费管理的客观情况及科研人员的主观感受,本文探讨了目前科研经费管理中存在的预算编制不科学、项目管理与经费管理脱节、经费使用监管不力、人力资本补偿机制缺失、绩效考核体系存在缺陷等五大突出问题,并从管理制度、运行机制、人员配备等层面深入剖析了产生这些问题的原因,进一步提出了解决对策,以期为加强和完善科研经费管理提供借鉴。

Abstract:

Based on the objective situation of research funds management and the subjective perception of researchers in China, this paper discusses five prominent problems arising from the current research funds management which include unscientific budgeting, disconnected management of project and funds, poor supervision of the use of funds, absent compensation mechanism of human capital, and flawed performance appraisal system. Certain in-depth analysis on the management system, operation mechanism and personnel allocation, etc. are given for the causes of these problems, and some countermeasures are also put forward, to provide some reference for strengthening and improving the research funds management in the scientific research institutions in China.
