Abstract:Taking the fiscal expenditure on science and technology and three domestic patent applications data of the 11 provinces in the Yangtze River Economic Belt from 2000 to 2014 as an example, we conducted the comparative static analysis of the relative growth rate of provincial government science and technology input and technological innovation using the NICH index, and then studied the dynamic evolution path of government science and technology input and technological innovation using the decoupling analysis, making a quantitative analysis of the provincial response of technological innovation to the government science and technology input on the basis of the response index. The results show that the provincial relative growth of government science and technology input and technological innovation differs in the Yangtze River economic belt, and the emergence of the "double high" and "double low" growth area is polarized; government science and technology input and technological innovation of the whole region are mainly expansive recoupling and weak decoupling; technological innovation in various provinces shows different degrees of response to government science and technology input, positive responses and negative responses superposing, and the responses reveal obvious characteristics of trend change.
