对国家科研经费管理的再认识和制度重构

摘要:

目前围绕加强国家科研经费管理及提出的对策建议可操作性差。我国近期出台的两个文件在一定程度上解决了科研项目和科研经费管理的顶层设计、实践操作方面的部分问题,但在理论认识、实践操作层面上仍有较多有待深入改革和细化落实的地方。本文在总结既有研究成果的基础上进行了重新认识和分析,提出了从整体上重构国家科研经费管理制度和科研项目管理政策的几点建议,以作为国家未来科研项目管理和科研经费管理制度改革的借鉴。

Abstract:

Currently around strengthening national scientific research funds management and putting forward the countermeasures and Suggestions of operability are very poor. Recently,the two files to a certain extent solve the practice of scientific research funds management part of the problem in the scientific research project and the top design in china. But in theoretical knowledge and practical operating level these are still more places that need further reform and the detailed implementation. In this paper, on the basis of summarizing the existing research results and analyses, the author puts forward the overall restructuring national scientific research management system and the scientific research project management policy Suggestions, as the national scientific research project management and future research management system reform for reference.
