随着经济的发展，人类社会付出了巨大的环境代价，环境问题日益严重，国家大力倡导发展低碳经济。针对低碳经济发展水平评价中存在的问题，文章将主成分分析法与熵值法结合，建立低碳经济评价模型，分析天津市2000-2014年低碳经济的发展状况。实证结果表明，低碳环境水平、低碳产业水平和居民生活水平是天津市低碳经济发展水平的主要影响因素。依据实证分析结果，文章从优化低碳市场环境、调整产业结构、倡导低碳生活、鼓励低碳出行四个方面，提出了有利于天津市发展低碳经济的对策和建议。

With the development of economy, the human society has paid a great deal of environmental cost and the environmental problem is becoming more and more serious. In view of the problems existing in the evaluation of low carbon economic development level, this paper combines the principal component analysis and entropy method to establish the evaluation model of low-carbon economy, and analyzes the development of low-carbon economy in Tianjin during 2000-2014. The empirical results show that the low carbon environmental level, the low carbon industry level and the living standard of the residents are the main factors affecting the development of low carbon economy in Tianjin. According to the results of empirical analysis, this article from the optimization of low carbon market environment, adjust the industrial structure, promote low-carbon life, encourage low-carbon travel four aspects, is put forward for the development of low-carbon economy in Tianjin countermeasures and suggestions.
