基于成果相对指数分析的广东省科技管理体制创新途径研究

摘要: 科技成果是衡量区域科技创新能力的重要指标，对区域科技与经济发展至关重要。本文通过构建研究成果相对指数，从科技管理体制促进成果产出和转化的角度，分析了广东2002-2015年科技成果相对指数及其变化规律，发现广东省科技成果的投入-产出效率不高，科研质量下滑严重、技术推广以及成果转化薄弱，科研立项以及评价机制有待完善等问题，探讨广东科技管理体制的创新途径。

Abstract: Scientific and technological achievements are important indicators of measuring the capability of regional science and technology innovation, which is of vital importance to regional science and technology and economic development. Through the construction of the relative index of research results, from the perspective of scientific and technological management system to promote the output and transformation of results, this paper analyzes the relative index of scientific and technological achievements and its changes in Guangdong from 2002 to 2015, finds that the input of scientific and technological achievements in Guangdong Province is not high, Quality decline is serious, technology promotion and transformation of the results is weak, scientific research projects and evaluation mechanism to be improved and so on. Explored the Guangdong science and technology management system innovation approach.
