摘要:

环境事权在各层级政府的不同配置,对地方政府科技投入既有“补偿效应”又有“抵消效应”。文章在详细阐述环境分权对地方政府科技投入影响机理的基础上,在运用中国省际数据测算各省环境分权度的基础上,采用两步法GMM模型进行实证研究其影响效应。结果表明,考察期内环境分权与地方政府科技投入之间呈现先促进后抑制的倒“U”型动态特征,随着环境分权度的提高,影响效应由“补偿效应”转变为“抵消效应”。

Abstract:

The environmental authority at different levels of the government"s different configurations has both "compensation effect" and "offset effect" on the local government investment in science and technology. This paper described in detail the environmental impact on the decentralization of local government investment in science and technology based on the mechanism. In the use of basic China provincial data calculating the environment of decentralization and the two step GMM model for empirical research of its effect, the results show that the environmental decentralization and local government investment in science and technology has increased before decreasing the inverted "U" type dynamic characteristics, with the environment of decentralization to improve the effect, change from "compensation effect" to offset effect".
