本文运用DEA模型和熵权法并考虑环境优化因素,构建资源型城市产业转型评价体系,利用2015年的指标数据对全国40个典型的地市级资源型城市产业转型效率进行评价。结果表明:我国资源型城市产业转型效率整体偏低,多数城市DEA模型评价处于无效状态,并且城市产业转型综合效率水平的高低很大程度上取决于该城市的规模效率水平。进一步根据城市的不同特征分类,并发现中部地区、石油类、大规模的资源型城市产业转型效率较高。通过分析各资源型城市投入产出指标的提升潜力,试图为各城市制定产业结构优化升级决策提供科学的依据。

Using DEA model and entropy method and considering the environmental optimization factors, this paper constructs the evaluation system of industrial transformation of resource-based cities, and evaluates the efficiency of 40 typical urban-grade resource-based cities by using the index data of 2015. The results show that the efficiency of industrial transformation is low in China, and the evaluation of DEA is ineffective in most cities, and the level of comprehensive efficiency of urban industrial transformation depends largely on the scale efficiency of the city. And further classified according to the different characteristics of the city, and found that the central region, oil, large-scale resource-based city industrial transformation efficiency is higher. Through analyzing the input and output indicators’ potential and tried to provide scientific basis for the decision-making optimization and upgrading of industrial structure.
