建立科技报告服务中的知识产权管理机制,平衡科技报告服务和知识产权保护之间的利益关系是实现科技报告服务的重要内容。通过对科技报告服务现状和特点进行分析,提出了科技报告服务中的知识产权风险和知识产权平衡管理的现实需求。通过对科技报告知识产权属性进行理论分析,提出了科技报告服务中的知识产权平衡管理机制。要在科技报告服务中实现全流程知识产权管理,将合理使用和授权许可相结合扩大权利人选择权,建立科学的分级服务方式,实现科技报告权利人利益和公共利益之间的平衡。

Abstract:

It is an important part of the scientific and technological report service to establish the intellectual property management mechanism of the science and technology report service, balance the interests between the science and technology report service and the intellectual property protection. Based on the analysis of the present situation and characteristics of the science and technology report service, this paper puts forward the realistic demand of intellectual property risk and intellectual property rights balance in the science and technology report service. Based on the theoretical analysis of the intellectual property rights of science and technology report, this paper puts forward the mechanism of intellectual property rights balance. In order to realize the whole process of intellectual property management in science and technology report services, reasonable use and license will be expanded by combining the rights of people the right to choose, to establish a scientific way to realize the classification of services, between science and technology report of human rights and public interests balance.
