摘要:

在创新驱动战略的科技环境下提升孵化器创新效率水平不仅关系在孵企业的生存、成长,也关系着区域经济的稳定与发展。运用随机前沿模型分析2012年～2015年天津地区孵化器创新效率水平,讨论了孵化器创新资源投入对创新效率产出的影响。实证研究发现,创业导师、公共平台投资强度投入对孵化器经济效益产出具有显著影响,孵化基金对孵化器社会成果、创新成果产出具有显著影响,服务场地面积对孵化器各类创新产出均具有显著影响,且存在规模报酬递增效应；孵化器整体创新效率水平较低,效率值在0.36～0.40区间波动。最后,提出政府应加强对孵化器的集约化、分类化、动态化管理。

Abstract:

In innovation-driven strategy of science and technology environment, to promote level of incubator innovation efficiencySis not only in the incubated enterprises survive and grow, also the stability and development of regional economy. Using the stochastic frontier model analysis from 2012 to 2015 in Tianjin region incubator innovation efficiency levels, discussed the incubator innovation resources into affect innovation output efficiency. The empirical study found that, Mentors, public platform investment strength in economic output has a significant effect for incubator, Incubation fund of incubator, innovation output has a significant impact on social achievements, Services site area has a significant influence on all kinds of incubator innovation output, and the scale effect of increasing returns. Incubator to the low level of overall innovation efficiency, efficiency value in the range of 0.36 to 0.40. Finally, put forward the government should strengthen the intensive development, classification management, dynamic support of incubators.
