科技成果信息公开制度创新路径研究

Research on the Innovation Path of Information Disclosure System of Scientific and Technological Achievements

摘要:

解决科技成果转化中信息供给不足的问题,制度建设是关键。本文针对科技成果信息公开存在信息公开适用规范、信息公开主体、产权保护、救济等制度性措施问题,在分析问题成因基础上,提出了国家科技成果信息法定公开,加强知识产权保护、完善信息公开主体制度和信息公开监管协同创新的制度建设建议。

Abstract:

The system construction plays the key role in solving the problem of information for scientific and technological achievement transformation. This paper focuses on the existing systematic problems of information disclosure, including rulesSofSapplication, the responsible bodies of information disclosure,intellectual property protection, law relief.Based on deep analysis of causes of the problems, it puts forward suggestions ,namely,enforcing statutory disclosure,strengthening intellectual property protection,perfecting the body system and collaborative supervision system,thus to innovate the information disclosure system of scientific and technological achievements.
