Abstract:Nowadays, talent competition at home and abroad becomes increasingly intensive. As a consequence, high-level talents in Guangdong are faced with the risk of flowing-out. In this paper, talent environment perception is constructed as the theoretical model, which includes talent policy environment perception, enterprise environment perception, team environment perception and living environment perception. Based on this model, this paper aims to conduct an empirical research on the influences of talent environment on the flow will of overseas high-level talents in Guangdong. Besides, this research reveals that a good talent environment can effectively retain talents and prevent their flowing-out. On the one hand, enterprise and team environment perception can both exert negative impact on high-level talents’ inner- and inter-provincial flow will. On the other hand, talent policy and environment perception may generate one-sided effect on high-level talents’ inner-provincial and inter-provincial flow will respectively. As a result, this paper puts forward the policy of building up talent ecology and retaining talents by virtue of a good environment.
