Abstract:In order to improve the improvised decision-making capability of the decision makers is an important part of effective response to emergencies. Based on the theory of knowledge management and organizational memory, this paper discusses the relationship between emergency knowledge management,organizational memory and improvised decision-making ,construct an improvised decision-making model based on emergency knowledge management and organizational memory.It reveals the coupling relationship between emergency knowledge management and organizational memory. At the same time,proposes an integrated model to enhance the improvised decision-making capability.Based on the perspective of emergency knowledge management, organizational memory process management and crisis learning,this paper discusses the specific paths to improve the decision-making capability of the decision makers.The aim is to satisfy the demands of the knowledge for the decision makers so as to improve the improvised decision-making capability of decision makers to deal with emergencies.
