江西省国家级经济技术开发区生产要素投入效率评价*

Evaluation on Input Efficiency of Production Factors in the National Economic and Technological Development Zone of Jiangxi Province

摘要:

推动经济技术开发区转型升级从而提高其生产效率是江西省跨越“中等收入陷阱”,最终实现全面小康的必然要求。本文建立了江西省13个国家级经济技术开发区的生产要素投入效率评价模型,并运用Malmquist指数模型与动态面板数据模型研究各个生产要素对园区工业经济增长的影响。研究认为：(1)江西省国家级经济技术开发区的全要素生产率较高,其中技术进步在推动全要素生产率提高方面发挥主导作用,属于增长型园区；(2)江西省国家级经济技术开发区工业经济增长表现出惯性特征,资金与劳动投入对工业经济增长表现出正向促进作用,其中劳动的影响弹性大于资金的影响弹性；(3)园区企业个数对工业经济增长的影响弹性为负,盲目招商引资并不会显著带动经济增长。最后,本文依据研究结果对江西省国家级经济技术开发区如何实现转型升级提出了相应政策建议。

Abstract:

: It is inevitable for Jiangxi province to cross the "middle income trap" in order to achieve a comprehensive well-off society through promoting the transformation and upgrading of economic and technological development zones so as to improve the production efficiency. This paper established an evaluation model of production factor input efficiency of 13 national economic and Technological Development Zones in Jiangxi province, and studied the influence of each factor of production on the industrial economic growth of the park through Malmquist index model and dynamic panel data model. The research shows that: (1) Jiangxi national economic and Technological Development Zone is a growth oriented park, and its total factor productivity is higher, in which technical progress plays a leading role; (1)the industrial economic growth of Jiangxi national economic and Technological Development Zone Shows characteristics of inertia, and capital and labor input shows a positive impact on industrial economic growth, in which the effect elasticity of labor is greater than capital; (3) the number of enterprises in the park has a negative impact on the growth of industrial economy, which implies the blind investment will not lead to significant economic growth. Finally, this paper puts forward the corresponding policy recommendations on how to realize the transformation and upgrading of the national economic and Technological Development Zone of Jiangxi province.
