国外科技智库发展经验及其对广东建设新型科技智库的启示

The Development Experience of Foreign Scientific Think Tanks and its Enlightenment on the Construction of New Type Scientific Think Tanks in Guangdong

摘要:

结合国外科技智库的发展现状,从科技智库的资金来源渠道、人员管理模式以及研究成果传播三个方面归纳了国外科技智库运行机制的特点。在分析广东建设新型科技智库面临的形势和现实需要的基础上,本文提出了加强宏观规划、完善制度和政策支持、注重人员队伍建设、提高科研业务能力和构建开放型科技智库互动体系五个方面的对策和建议,以推动广东新型科技智库发展。

Abstract:

Based on the studies on the development of scientific think tanks in foreign countries, this paper concludes their features of operating mechanisms about funding sources, human resources management and the dissemination of research outputs. Furthermore, strategic opportunities as well as challenges about construction of new type scientific think tanks in Guangdong are analyzed. Policy suggestions are put forward to promote the development of new type scientific think tanks in Guangdong, including strengthening the macroscopic planning and guidance, consummating institution and policies support, reinforcing the personnel organization, improving the research capabilities and constructing open interaction system for scientific think tanks.
