区域产业技术供需有效协同是加速技术成果转化、提高区域科技创新水平、优化配置区域产业科技资源的重要推动力。本文构建高技术产业技术供需复合系统序参量指标体系,运用距离协同模型并融合熵理论,对京津冀技术供需系统2005-2015年的协同水平进行研究,得出:京津冀高技术产业技术供需协同水平呈波动上升趋势,并实现了弱协同到基本协同阶段的过渡;京津冀区域协同发展对技术供需水平的提高起了重要推动作用;因各地技术资源禀赋异质,导致高技术产业技术供给要素与需求的协同水平及需求要素与供给的协同水平呈差异性,且专利技术供需协同面临较大挑战。基于此,在推动技术需求驱动的技术交易市场体系建立,提高有效技术评估、筛选与供给,完善区域技术供需对接机制,推进技术中介服务体系建设等方面提出促进区域高技术产业技术供需协同发展的对策建议。

Effective synergy of supply and demand in regional industrial technologies is an important driver to accelerate the transformation of technological achievements, improve the level of regional science and technology innovation, optimize the allocation of regional industrial science and technology resources. This paper set up the sequential parameter indicator system of supply and demand of the high technology industrial technologies, studied the supply and demand synergy level of the high technology industrial technologies in Beijing-Tianjin-Hebei based on distance collaborative model and entropy theory. Through empirical study of the relevant data from 2005 to 2014, the results showed that the synergy level of supply and demand of the high technology industrial technologies in Beijing-Tianjin-Hebei roseSwithSfluctuations and transited from weak synergy to basic synergy. The regional coordinated development strategy has played an important role in promoting the synergy level of technology supply and demand. Due to the heterogeneity of technology resources in every region, the synergy level of technology supply elements with demand and technology demand elements with supply are different, and the synergy of patent technology and demand is facing great challenge. Based on these, this paper proposes suggestions to promote the synergy development of technology supply and demand in the aspect of promoting to establish the system of technology demand-driven technology trading market, improving effective technology assessment, screening and supply, completing the docking mechanism of regional technology supply and demand, and promoting the construction of technology intermediary service system.
