一带一路视角下中国农业科技国际合作的战略定位与发展对策*—基于中巴机制的比较

“一带一路”战略的提出为中国的农业科技国际合作带来了新的机遇和挑战。巴西从依靠传统耕作方式迅速发展成农业科技水平处于世界前列的国家,其科技合作的机制,特别是实行的全球农业科技战略计划是值得中国思考的。本研究阐述了农业科技国际合作在巴西和中国的基本情况和主要成就,从合作目的、合作形式和合作内容三方面对比了巴西和中国的农业科技国际合作机制。最后,论文提出在“一带一路”背景下,中国可以从以下几个方面制定农业科技国际合作的战略定位和发展对策：推动农业科技合作全球战略布局,增强农业科技自主创新能力；加强农业科技国际合作工作能力建设；构建农业科技国际合作金融支持体系；推动农业企业参与农业科技国际合作。

Abstract:

Brazil has developed rapidly from which relied on the traditional farming mode to whose agricultural science and technology is in the forefront of the world. the mechanism of its scientific and technological cooperation, especially the implementation of the global agricultural science and technology strategic plan, is worthy of China"s thinking. This study describes the basic situation and main achievements of international cooperation of agricultural science and technology in Brazil and China, compared to the international cooperation mechanism of agricultural science and technology from the purpose, forms and content in Brazil and the Chinese. Finally, the paper proposes china can formulate strategic positioning and development strategy of international cooperation in the development of agricultural science and technology from the following several aspects in the background of the Belt and Road": Promoting the global strategic layout of agricultural science and technology cooperation, and enhance the independent innovation ability of agricultural science and technology; Strengthening the capacity building of international agricultural scientific and technological cooperation work; Constructing international financial support system for agricultural science and technology cooperation; Promoting agricultural enterprises to participate in international cooperation of agricultural science and technology.
