在当前深化科技体制改革和创新驱动发展提速的关键阶段,科技评价问题突显,引发科技人才的心理和行为变化,抑制其创新积极性。科技评价问题从根本而言是评价取向问题。本文以高校科研人才为研究对象,探讨高校绩效评价取向对科研人才心理授权和个体创新行为的影响。实证研究发现,绩效评价取向由控制取向和融合取向两个维度构成,高校绩效评价取向明显偏向控制取向;绩效评价融合取向对科研人才心理授权和个体创新行为产生显著的正影响,控制取向不产生显著影响;心理授权在绩效评价融合取向和个体创新行为之间起完全中介作用。

At the critical stage of deepening reform of the science and technology management system and accelerating the implementation of innovation-driven development strategy, present science and technology evaluation system of our country is ineffective. Its inborn defects in many aspects brings about the series of changes of psychology and behavior, which inhibits rather than stimulate the innovation enthusiasm of science and technology talents. The root of the evaluation problem is the orientation of evaluation.Taking scientific research talents of universities as the object, the paper will discuss the impacts of performance appraisal orientation on individual innovative behavior.The empirical researches show that performance appraisal orientation is composed of two dimensions, control oriented and integration oriented, performance evaluation orientation of university tends to control orientation; Integration-oriented performance appraisal has a significant positive impact upon psychological empowerment and individual innovative behavior, but control-oriented performance appraisal has no significant impact; Psychological empowerment serves as a completed media between integrated-oriented performance appraisal and individual innovative behavior.
