广东创新驱动发展能力监测评价研究

Research on Monitoring and Evaluation of Innovation Driven Development Ability in Guangdong Province

摘要:

近年来随着我国实施创新驱动发展战略的纵深推进，创新驱动发展能力评价成为科技评价关注的热点。在深入阐述创新驱动发展能力内涵及创新驱动发展机理的基础上，构建广东创新驱动发展能力监测评价指标体系，并基于纵向、横向等维度监测评价广东创新驱动发展能力。研究结果显示：广东存在企业研发能力较弱、科技人力资源发展水平相对较低、创新财政投入水平不高等问题。针对这些问题，提出广东下一步推进创新驱动发展的对策建议。

Abstract:

In recent years, with the further implementation of innovation-driven development strategy in China, the evaluation of innovation-driven development ability has become a focus of scientific and technological evaluation. On the basis of deeply expounding the connotation of innovation-driven development ability and the mechanism of innovation-driven development, this paper constructs the monitoring and evaluating index system of innovation-driven development ability in Guangdong，and evaluates the innovation-driven development capacity in Guangdong from vertical, horizontal and other dimensions. The results show that there are some problems in Guangdong, such as weak R&D ability, relatively low level of development of human resources and low level of financial input for innovation. In view of these problems, the paper puts forward countermeasures and suggestions for Guangdong's next step to promote innovation-driven development.
