文章基于创新效率DEA-Malmquist分析,结合产业空间集中度测度,从行业—区域两个维度分析2005-2014年我国电子及通信设备制造业创新效率特征及趋势,以图揭示我国高技术产业研发投入、产业集中度与创新效率之间的动态关系。结果显示测度期内该产业:(1)大部分年份创新没有达到DEA有效,其中技术创新投入平均利用率较高,研发人员利用率相对较低,并且行业差异化特征明显;(2)技术进步水平提高较快,技术效率提升较慢,综合创新效率增长趋势放缓;(3)东部地区纯技术效率上升,但规模效率下降;而中西部地区则相反,西部地区综合创新效率增长速度高于东部地区;(4)综合创新效率与区域产出绝对值相关性不明显,但创新效率动态变化趋势与该产业空间集中度演化直接相关。

By using DEA-Malmquist method combined with space concentration analysis,this paper analyzed the characteristics of innovation efficiency in Chinese electronic and telecommunication equipment manufacturing industry including region and industry dimensions during 2005-2014,in order to reveal spatio-temporal evolution of R D investment,industry concentration and innovation efficiency. Empirical results show that:(1)The innovation efficiency of the industry hasn’t reached DEA efficiency in most years.The utilization ratios of innovation investment are relatively high while utilization ratio of R D staff is relatively low,and there exists obvious difference between industries;(2)Technical progress grows faster than technical efficiency,and the growth rate of innovation efficiency in electronic and telecommunication equipment manufacturing industry is getting smaller;(3)The pure technical efficiency is increasing and the scale efficiency is declining in the eastern region,while the central and western regions are the opposite. The growth rate of innovation efficiency in the western region is much higher than that of the eastern region;(4)The correlation between innovation efficiency and absolute regional output is not obvious, but innovation efficiency growth of the industry is directly related to the space concentration evolution.
