国家创新组织运行的协同效应研究：基于创新英国的改革与实践

Research on the Synergy Effect of National Innovation Organization: Based on the Reform and Practice of Innovate UK

摘要:

创新英国作为英国国家创新组织,通过知识共享、技术转移、合作研究推动英国领先的科技转化为创新,促进英国经济的发展。该文基于创新英国运行与管理,构建了国家创新组织的协同创新理论框架,分别从战略协同、知识协同和组织协同三个维度对创新英国的组织管理结构、运行模式和运行效果进行分析,研究了创新英国作为国家型创新组织在创新体系中的协同作用,并结合创新英国运行管理的经验,从管理制度、创新工具、创新平台等角度为我国创新组织的建设提出对策。

Abstract:

Innovate UK is a national innovation organization, and it drives the development of the British economy and promotes the UK"s leading technology into innovation through knowledge sharing, technology transfer and cooperation research. Based on the operation and management of Innovate UK, this paper established an synergetic innovative framework, and then analyzes the organizational management structure, operation mode and operation effect of the Innovate UK from three dimensions: strategic synergy, Knowledge Synergy and organizational synergy. This paper studies the function of Innovate UK as a national innovation organization in the innovation system. Furthermore, some countermeasures are puts forward for the construction of innovation organizations in China from the perspectives of management system, innovation tools and innovation platform with the experience of Innovate UK in management and operation.
