将工业活动划分为两个子系统——生产子系统和治理子系统,在考虑环境因素前提下,建立了基于双前沿面的全局网络DEA-Malmquist指数全要素生产率评价模型,对2013-2014年,2014-2015年中国31个省市环境全要素生产率进行了评价。评价结果表明:在两个期间内,生产子系统和治理子系统环境全要素的增长主要依靠技术进步的增长,技术变化效率还存在很大的改进空间。从系统整体来看,31个省市中绝大部分地区环境全要素生产率有不同程度提升。

The industrial activities are divided into two subsystems: production subsystem and management subsystem, in consideration of the environmental factors, builds up a double frontier global network DEA-Malmquist total factor productivity index evaluation model, and measures the environmental total factor productivity of 31 provinces and cities in china during the period of 2013-2014, 2014-2015. The evaluation results show that during the two periods, the growth of the environmental total factor productivity of production subsystem and management subsystem mainly depends on the growth of technical progress, and there is still big improvement in the efficiency of technical change. Taking the system as a whole, the total factor productivity of the environment in different parts of the 31 provinces and cities has increased in different degrees.
