Abstract:With the implementation of " the Belt and Road with the countries in the initiative area. Based on Web of science and ESI database, This paper studied the characteristics of high-cited papers in China and 64 countries in the Belt and Road initiative area to understand the progress of science and technology cooperation. By Having a comprehensive analysis of the total number of papers, the number of highly cited papers, national and research institutions, journals and fund grants, research directions, etc., We found that there is a significant positive correlation between the total number of papers, the total cited frequency, the H-index and the number of highly cited papers. The number of papers and the quality of the paper are not balanced. China prefer to cooperation with the countries which more closer and have higher development level. The highly cited papers show an increasing trend over the past year, and the high cited papers in the past two years are also an important part of the hot papers. Highly cited papers are mainly focused on chemistry, physics, engineering, medicine and other advanced subjects, most of them are distributed in the SCI top journals, the Chinese Academy of Sciences is a productive institution, National Natural Science Foundation of China play a positive role. On this basis, We puts forward the countermeasures for the future development of science and technology cooperation. The research findings and conclusions of this paper can promote the output of high quality co-authored papers and increase the influence of science and technology cooperation.
