以GEM理论模型为框架，从“基础”、“企业”、“市场”三个层面分析了河北省吸纳京津技术的竞争力，发现河北省存在高素质人才不足以及科技园区规划不合理等劣势，并在此基础上提出进一步提升河北省吸纳京津技术竞争力的建议。

Based on the GEM model, this paper analysis on the competitiveness of absorbing Beijing - Tianjin technology in Hebei Province from the three aspects of "Grounding"、"Enterprises" and "Markets", and finds out that there are insufficient high-quality talents and unreasonable scientific and technological parks in Hebei province .And on this basis to put forward to recommendations to enhancing the competitiveness of Hebei absorbing Beijing - Tianjin technology.
