以色列是世界高新科技发展最兴盛的国家之一，享有“创新之国”、“第二硅谷”和“中东硅谷”等美誉。本文系统分析以色列主要科技创新政策，并学习借鉴以色列先进经验，提出广东完善创新驱动发展政策体系的对策建议，主要包括建立广东决策咨询制度、完善广东孵化培育政策、大力发展海外风险投资、建立军民融合创新发展机制、培育复合型的科技成果转移转化人才队伍。

Abstract:

Israel is one of the most prosperous countries in the development of new and high technology in the world. It enjoys the reputation of "the country of innovation", "second Silicon Valley" and "Middle East Silicon Valley". This paper mainly analyses of Israel science and technology innovation policy system, and learns from the advanced experience of Israel, and puts forward the countermeasures and suggestions for improving the policy system of innovation driven development in Guangdong, including the establishment of Guangdong decision advisory system, improving the incubation and cultivation policy of Guangdong, vigorously developing overseas investment risk, establishing a civil military integration and innovation development mechanism and cultivating a number of complex scientific and technological achievements to transform talent team.
