BT模式下的大型光伏发电项目具有政策导向性强、承包方先行垫资的突出特点,其风险管理较常规项目更为复杂。论文结合BT模式和大型光伏发电项目特点,构建了BT光伏发电项目风险评价指标体系,应用模糊层次分析模型对构建的指标体系风险权重进行计算,根据计算结果对关键风险因素做进一步分析,为项目相关方项目决策和风险管理提供科学依据。

The Build-Transfer large photovoltaic project has the outstanding characteristics of the policy-oriented and the contractor"s pre-cushion investment,which risk management is more complex than the conventional ones. The paper combined the characteristics of BT mode and the large photovoltaic projects, used fuzzy hierarchical analysis model to calculate the weighting of the risk index system. Then ordered the importance of risk factors according to the calculation results, further analyzed the important risk factors. Thus it provided scientific basis for project decisions and risk management.
