随着高校“双一流”建设的推进,各高校为了快速提升高层人才指标的数量,展开了引进人才的激烈竞争。从有限理性角度出发分析高校人才流动,构建了培养人才的高校、引进人才的高校、及获得培养的人才三者的动态博弈关系,分析博弈方的行为与影响。研究表明:“双一流”战略下,高校竞相提高引进人才的薪酬和科研资助经费,会快速提高人才流动的比例,同时会降低高校培养人才的概率。如果“双一流”评价中人才数量指标不变,将会进一步恶化我国东西部地区的人才均衡状况。基于分析结果,从人才层面、高校层面和国家层面提出相关政策和建议。

Along with the advancement of the "Double First Class" construction, in order to rapidly promote the number of high-level talent index, the fierce competition of talentSintroduction has been launched in universities. This paper analyzes the talent flow in universities based on the bounded rationality hypothesis. It constructsSa dynamic game model composed of the university of cultivating talents, the university of talentSintroduction and the talent, discussing the game players" behavior and influence. The results show that under the strategy of , the university raises salaries and research grants to introduce talent. It rapidly improves the proportion of talent flow, at the same time reduces the probability of fostering talents in universities. If the index of talents" number in the "Double First Class" evaluation is unchanged, it will further aggravate the balance of talents in China"s eastern and western regions. Finally, relative policies and proposals are put forward from the talent level, college level and national level based on the results of the analysis.
