Abstract:Nowadays, political, military and economic competitions of countries have gradually turn to the competition of the national human resources, Think Tank Talent is one of the important evaluation indicators. This paper used Document Analysis method and Positive Analysis method to analyze and study the talents development status of Think Tanks and Think Tank Talents at home and abroad. At present, there are several problems about Think Tank Talent in our countries: first, the academic background, research direction, work experience of Think Tank Talents are relatively unitary; second, there is a lack of clear division of labor in the allocation of talents; third, for Think Tank Talents there is a lack of cultivation mechanism and communication platform ; four, the recruitment mechanism of the Think Tank is not enough flexible. Combined with the allocation of talent at home and abroad Think Tanks,here are six advices:first,optimize structure of Think Tank Talents and establish specific mechanism of division of labor;second,to create a diversified professional and disciplines of the talent team; third, set up communication platform of Think Tank Talents; four, innovative Think Tank Talents management mechanism and recruitment mechanism; five,improve the evaluation system of Think Tank Talents;six, set up a specialized information collection department and so on. In order to realize the innovation management and training of Think Tank Talents in our countries, to promote the development and construction of Think Tank, and solve the problems on faced development and reform in our countries.
