基于规模报酬可变的DEA模型,对全国和各涉海城市的海洋科技投入产出效率进行评价。研究发现,我国海洋科技投入产出效率在空间范围内呈现出“北高东高南低”的格局;时间尺度上表现为区域差距缩小的趋势;行政和政策优势对投入产出效率起着重要作用;各涉海城市可分为高效率型、规模有效型、技术有效型和低效率型四个梯度;“十五”至“十二五”全国海洋科技投入产出效率由高速上升转为稳中有进,“十三五”发展前景较为乐观。最后,结合海洋科技投入产出效率现状,提出相关对策建议。

Based on the BCC DEA model, this paper measures the nation and sea—related cities’ input—output efficiency of marine science and technology. The research finds that China’s input—output efficiency of marine science and technology shows that “higher in the north and east, lower in the south” in the spatial range, the tendency of regional gap is narrowing in the time scale, and administration and policy advantages play an important role in the input—output efficiency, the sea—related cities can be divided into High—Efficiency Type, Scale—Efficiency Type, Technology—Efficiency Type and Low—Efficiency Type. The input—output efficiency of marine science and technology transforms rising rapidly to rising steadily and it will have a broad prospect in the 13th Five—Year. Finally, this paper provides some suggestion on the basis of marine science and technology input—output efficiency situation.
