山东半岛国家自主创新示范区是首个以海洋经济为特色的国家高新技术示范区。基于山东半岛国家自主创新示范区的战略定位和区域特点,选取创新支撑能力、自主创新能力、产业集群与国际化3个目标层领域,7个准则层因素,24个指标层指标,对山东山东半岛国家自主创新示范区内六个高新区创新能力进行评价,从总体创新水平来看,青岛市科技创新水平的发展较为成熟,处于六市首位,其次是济南,接下来是潍坊、淄博、烟台、威海。应以各地涉海高新技术产业为重点,汇集区域优势资源,实现六大高新区产业协同、错位发展,从而提高示范区的整体创新能力。

Shandong Peninsula National Innovation Demonstration Zone is the first national high-tech demonstration zone characterized by Marine economy. Based on the strategic positioning and regional characteristics of Shandong Peninsula National Innovation Demonstration Zone, this paper selects innovative support capacity, independent innovation capability, industrial cluster and internationalization as target domains which contain 7 criterion factors and 24 indicators, to evaluate the innovation capability of six high-tech industrial development zones which belong to Shandong Peninsula National Innovation Demonstration Zone. From overall innovation aspect, the development of science and technology innovation in Qingdao is more mature, and at the top of the six cities, followed by Jinan, and then Weifang, Zibo, Yantai and Weihai. Shandong Peninsula National Innovation Demonstration Zone should focus on the high-tech Marine industries, integrat regional resources, and achieve coordinated and complementary development of the six high-tech zones to improve the innovation capability of demonstration zone.
