摘要:

在全面创新改革试验区建设背景下,本文梳理了上海市出台的促进全面创新改革的各项政策文件,利用社会网络法研究了全面创新改革相关政策之间的网络结构,并进一步从政策工具视角分析评价了上海市全面创新改革相关政策对试验区建设方案的作用和存在的问题,旨在为地方全面创新改革政策的优化与完善提供政策指引和技术支持。

Abstract:

Under the background of promoting pilot programs of comprehensive innovation and reform in some regions, this paper organized the related policies issued by Shanghai, and studied the network structure among the related policies by social network analysis. Furthermore, it analyzed the effects and existing problems of the policies on the pilot reform program based on policy instrument. Above all, this study targeted at providing some policy guidance and technical support for the pilot reform zones to make the reform measures.
