国防知识产权的概念源于国家安全，基于国防科技工业体系，关乎武器装备建设，是指国防科技工业体系中形成的知识产权，以及在国防科技工业体系之外形成的涉及国家安全或武器装备建设的知识产权。我国国防知识产权工作已经取得长足发展，同时仍面临制约因素。在新的形势下，国防知识产权工作应当同武器装备创新发展和中国特色先进国防科技工业体系建设紧密结合，通过突破重点带动整体发展。

The concept of national defense intellectual property originated from the concern of national security, based on national defense science and technology industry system, and related to the weapons and equipment construction. National defense intellectual property rights are formed in the national defense science and technology industry system, and formed outside the national defense science and technology industry system but involving national security or weapon and equipment construction. China's national defense intellectual property system has made great progress, while still facing constraints. Under the new situation, the development of national defense intellectual property should be closely integrated with the innovation of weapons and equipment as well as the construction of advanced national defense science and technology industry system with Chinese characteristics, and should promote the overall development through focusing on important tasks.
