基于Copeland法的区域协同创新能力动态组合评价与分析

Dynamic Combined Evaluation and Analysis on Regional Collaborative Innovation Capability Based on Copeland Method

摘要:

协同创新能力已成为区域发展的不可或缺的因素。要想提升区域协同创新能力，首先应对其进行科学评价。虽现有评价方法不计其数，但存在每种评价方法所得结论基本不相一致的问题。针对此情况本文提出基于Copeland法的动态组合评价方法，以相容动态评价方法集为基础，以通过筛选的多种动态评价方法的评价排序值作为初步结果，再用Copeland法评价后得出最终结论。最后对东部十省市“十二五”期间的区域协同创新能力进行评价验证该方法的有效性。

Abstract:

Collaborative innovation has become an indispensable factor in regional development recently. First of all, only if we evaluate collaborative innovation scientifically, can we enhance the regional collaborative innovation ability. Although we have proposed many evaluation methods, there are some inconsistencies in the conclusions of each evaluation method. In this paper, dynamic combined evaluation method based on Copeland is proposed. This is a method based on dynamic compatible method set, we get preliminary results which are selected by dynamic compatible method set. Then use the Copeland method process these results to get final evaluation conclusion. Finally, we verify the effectiveness of the method by evaluating the regional collaborative ability in the eastern region during the next National Twelfth Five-Year Plan period .
