    摘要:

    在国内外学者对PPP模式对科技资源配置效率作用研究的基础上,通过分析我国科技资源产权中现存的问题,提出在科技资源配置中引入PPP模式明晰科技资源产权,优化科技资源配置效率,促进科技创新。PPP模式在科技资源配置中通过“实置”科技资源产权主体、扩展产权客体、界定产权结构、整合科技资源收益权-控制权及剩余索取权-剩余控制权,实现科技资源组织形式上“量”与“质”的统一,“公”控“私”管相结合,规范科技资源市场化行为、降低交易费用、加速科技资源共享,激发科技创新。

    Abstract:

    This paper bases on the research on the effect of PPP model on the allocation efficiency of science and technology resources at home and abroad, through the analysis of the existing problems of science and technology resources property rights in our country, puts forward that the introduction of PPP mode in scientific and technological resource allocation to clarify the property rights of science and technology resources, to optimize the allocation efficiency of science and technology resources, promote scientific and technological innovation. The PPP model through the “really set” the subject of the property rights of science and technology resources, extended the object, defined property rights structure, integrated science and technology resources usufruct-control rights and residual claims-residual control rights, realized unity of “quantity” and “quality” in the form of scientific and technological resources. Market-oriented, to promote the development of social science and technology as the goal, the “public-control” and “private-manage” combination, standardized behavior, loweringStransactionScost, accelerating the sharing of technological resources, stimulating innovation and vitality, ultimately accelerating the innovation of science and technology.
